Overview:

This seven day 14 hours training provides a structured and practical overview of the Department of Transportation Substance Abuse Professional role and the regulations that guide it. Participants will learn how the DOT drug and alcohol testing program supports public safety across transportation industries and will gain a clear understanding of 49 CFR Part 40, including key definitions, testing procedures, and the responsibilities of employers, Medical Review Officers, and Substance Abuse Professionals. The course also reviews the types of testing, common violations, and the processes that follow when an employee is removed from safety sensitive duties.

As the training progresses, participants will develop the clinical and procedural skills needed to carry out SAP duties with confidence. This includes conducting thorough evaluations, making appropriate treatment or education referrals, and determining readiness for return to duty. The course also covers documentation standards, ethical considerations, follow up testing requirements, and the role of the SAP in maintaining compliance and protecting public safety. By the end of the training, participants will be prepared to apply DOT regulations in real world situations and meet the requirements for SAP qualification.

Objectives:

  1. Describe the purpose of the Department of Transportation drug and alcohol testing program and its role in promoting public safety.
  2. Identify the key components and structure of 49 CFR Part 40, including major subparts and their functions.
  3. Define essential terminology used in DOT regulations, including the roles of the Substance Abuse Professional, Medical Review Officer, and Designated Employer Representative.
  4. Differentiate between the various types of DOT drug and alcohol testing, including pre-employment, random, post-accident, reasonable suspicion, return to duty, and follow up testing.
  5. Recognize behaviors and circumstances that constitute DOT drug and alcohol testing violations, including refusals and tampering.
  6. Explain the required SAP process from initial evaluation through return to duty determination, including referral and follow up procedures.
  7. Apply clinical assessment strategies to evaluate substance use and determine appropriate treatment or education recommendations.
  8. Develop a compliant follow up testing plan based on DOT requirements and clinical considerations.
  9. Identify ethical responsibilities and documentation standards required for SAP practice, including confidentiality and reporting requirements.

Scope and Limitations Disclosure

This training provides regulatory and clinical education specific to the Department of Transportation Substance Abuse Professional role, covering 49 CFR Part 40, SAP evaluation procedures, return to duty processes, and related documentation and ethical standards. While designed to prepare participants for SAP qualification and practice, completion of this training alone does not guarantee DOT SAP qualification, as participants remain responsible for meeting all applicable DOT eligibility requirements independently. Participants must apply all course material within their professional scope of practice, licensing regulations, and the ethical standards of their respective disciplines. Completion does not confer independent certification or advanced credential beyond any certificate of completion issued by the sponsoring continuing education provider.

    Dr. Hakeem Lumumba, Ph.D. is an accomplished behavioral health professional with a wealth of experience in clinical practice, administration, teaching, and research. He holds a Doctoral degree in Counseling and Psychology from Wayne State University and a Master of Science degree in Rehabilitation Counseling from Bowling Green State University. Currently, Dr. Lumumba serves as the Director of Behavioral Health at the Franklin Primary Health Center, where he leads the organization's efforts to improve the mental health and well-being of its patients. Prior to this role, he held several leadership positions in the behavioral health field, including serving as an administrator in a substance use disorder program and as the Substance Use Disorder Treatment Service Manager at the Southeast Michigan Community Alliance (SEMCA). In addition to his extensive clinical and administrative experience, Dr. Lumumba is also a seasoned educator, having taught graduate and undergraduate courses at multiple universities for nearly three decades. He currently serves as an instructor at the University of Phoenix and Siena Heights University, where he shares his expertise with the next generation of behavioral health professionals. Dr. Lumumba's contributions to the field of behavioral health extend beyond his clinical practice and teaching. He is a member of the American Counseling Association and Chi Sigma Iota, and he has presented papers at local, state, and national conferences. He has also published several papers in referred professional journals, demonstrating his commitment to advancing the field through research and scholarship. Dr. Lumumba is licensed and certified in several areas of behavioral health, including as a Michigan Licensed Professional Counselor, Michigan Certified Clinical Supervisor, Michigan Certified Advanced Addictions Counselor, National Certified Counselor, Michigan Licensed Master Social Worker, Internationally Certified Advanced Alcohol & Drug Counselor, Master Addiction Counselor, and an Approved Clinical Supervisor.
